Internal quality assurance was a major building block of a quality culture in higher education. Several Lebanese institutions already had an operational internal quality assurance system, while other institutions were still in a developmental stage. The objectives of this workpackage were twofold: producing a guide on how to build and develop an internal quality assurance system for higher education institutions, and supporting several partners in developing their systems so that they would become operational for the pilot evaluation.
The guide covered a definition of quality assurance, evaluation, and programme review, as well as the profile of an internal QA system and its connection to governance and decision-making. A short online course was also developed in line with the guide. The European partners provided references and advice to their Lebanese colleagues, who were responsible for producing the guide and the short course. The guide and the corresponding short course were made open to all higher education institutions, including those that were not partners in the project.
A study tour was organized for the Lebanese partners, allowing them to observe how internal QA systems operated in the institutions of the European partners. Afterwards, the different Lebanese partners benefited from the good practices cited or observed in order to further develop their own systems.
