This work package consisted of selecting and training local experts to enable them to conduct external evaluation at the programmatic level. Clear criteria for the selection of experts were first adapted from the TLQAA project. The partners were requested to nominate candidates, after which the selection process was conducted. In parallel, training materials were adapted. Once selected, the experts were first trained locally. They then went on study tours in Europe.
