ANECA is a public independent body Agency that was set up on 19 July 2002, in compliance with article 31 of the Spanish Universities Act. Its mission is to contribute to the improvement of the quality of the higher education system by way of the evaluation, certification and accreditation of degree programmes, academic staff and institutions.

The main purpose of ANECA is to monitor the performance of the public service of university education according to objective procedures and transparent processes, and to reinforce transparency and comparability as a means for the promotion and quality assurance of both public and private universities and their integration into the European Higher Education Area.

In order to achieve its ends, the Agency's activities are carried out in an independent, transparent and objective way that ensures and promotes the participation of the Spanish and international university community.

ANECA´s Scope of activities:

- Enhance the improvement of university teaching, research and management activities. 

- Foster Higher Education Institutions performance monitoring following objective and transparent processes. 

- Provide public administrations with appropriate information for decision-making within the scope of their authority. 

- Provide society with information about the achievement of universities aims. 

ANECA, as regards to its activities, could strongly contribute to the Projects’ areas related to:

1.       programme accreditation standards and indicators focusing on three different scientific fields 

2.       Internal QA systems and the units or structures in charge of it

3.      Selection and training of experts and the definition of a Lebanese pool of experts

Role in Project
Regarding the programme accreditation standards and indicators ANECA has a wide experience in accrediting bachelor, master and doctoral programmes due to the mandatory law in Spain. Furthermore, we are an authorised agency by the European Network for Accreditation of Engineering Education, to grant the European label EUR-ACE, as well as EURO-INF of the corresponding European network on Computer Science. These labels have been linked to the national procedure and have contributed to strengthen the internationalisation of the Spanish procedure.
ANECA could also bring its experience on Internal QA systems and the support of QA units within the institutions that we are developing in Spain but also at international level. ANECA, from the point of view of how to design and implement a QA systems and how to evaluate it, can provide a huge experience and a toolkit to be adapted to the Lebanese context according to the experience of the Lebanese experts. Such agreements were developed with QA agencies in Latin America in a very successful way, resulting in an international procedure but deeply rooted in the national specificities.
